If commit is not tagged, it is considered a dev version. It's number is the number of commits since version was bumped.
* Add a version check to CI
* Implement release workflow

* Publish rust build only if secret is configured
* Update upload-artifact version
* Fix artifact name collision because of upload-artifact@v4
