Modules/FindTCL: Remove most "Changelog" content

Browse Source 
Remove documentation of variables or functionality that used to be
provided prior to CMake 2.6.

variables have been removed or relocated. Many of the previous variables were
primarily useful only when writing Tcl/Tk extensions.
