Run the `clang-format.bash` script to update all our C and C++ code to a
new style defined by `.clang-format`, now with "east const" enforcement.
Use `clang-format` version 18.

Issue: #26123
When a library file name is encountered multiple times, reuse the result
from the first time. This more closely matches the behavior of the
dynamic loader on Linux.
Fixes: #24621
This fixes incorrect runtime dependency resolution when the dependency
is located in rpaths of a transitive parent. Instead of supplying only
the rpaths of the immediate parent, it combines the rpaths of all
transitive parents and passes them down.
Fixes: #24172
Provide a standardized way to handle the C++ "standard" headers
customized to be used with current CMake C++ standard constraints.
Offer under directory `cm` headers which can be used as direct
replacements of the standard ones. For example:
#include <cm/string_view>
can be used safely for CMake development in place of the `<string_view>`
standard header.
Fixes: #19491
Enables the clang-tidy test performance-inefficient-string-concatenation
and replaces all inefficient string concatenations with `cmStrCat`.
Closes: #19555
