Run the `clang-format.bash` script to update all our C and C++ code to a
new style defined by `.clang-format`, now with "east const" enforcement.
Use `clang-format` version 18.

We need to be able to construct BMIs that will be usable from the client
modules for the target importing the module, so create BMI-only
compilation rules for `IMPORTED` targets to create these BMIs.
