- Remove obsolete ifconfig_broadcast. Since this was
removed in 2.5.0, do not add a removal note but just
completely remove it.
- Add missing documentation of IPv6 variants for
ifconfig_pool_* variables.

This is a re-implementation of the --tls-export-cert feature. This
was necessary to due to missing approval to re-license the old
(now removed) code. The re-implementation is based on the following
description of the feature provided by David:
Add an option to export certificate in PEM format of the remote
peer to a given directory.
For example: --tls-export-cert /var/tmp
This option should use a randomised filename, which is provided via a
"peer_cert" environment variable for the --tls-verify script or the
OPENVPN_PLUGIN_TLS_VERIFY plug-in hook.
Once the script or plugin call has completed, OpenVPN should delete
this file.

As OpenVPN 2.6+ is doing some adoptions to the license text, all
prior contributors need to accept this new text. Unfortunately, Mathieu
Giannecchini who implemented the --tls-export-cert feature did not
respond at all. Without an explicit acceptance we need to remove this
feature to avoid potential legal complications.
If this is still a wanted feature, it will need to be re-implemented
from scratch.

No DNS resolver currently supports this and it is not possible to
emulate the behavior without the chance of errors. Finding the
effective default system DNS server(s) to specify the exclude
DNS routes is not trivial and cannot be verified to be correct
without resolver internal knowledge. So, it is better to not
support this instead of supporting it, but incorrectly.

This change allows configuration of more than one address per family
for a DNS server. This way you can specify backup addresses in case a
server is not reachable. During closer inspection of the various DNS
backend in supported operation systems it turned out that our previous
idea to have more than one DNS server applied in order of priority does
not work in most cases. Thus it became important to be able to specify
backup addresses. So instead of doing
dns server 1 address 1.2.3.4 2001::1
dns server 2 address 5.6.7.8 2001::2
to specify a backup addresses, this is now done like so:
dns server 1 address 1.2.3.4 2001::1
dns server 1 address 5.6.7.8 2001::2
or you can have all the addresses on one line if you like:
dns server 1 address 1.2.3.4 2001::1 2001::2 5.6.7.8
This also saves some repeated options when (backup) servers share the
same settings like "resolve-domains" compared to the originally intended
way.
The order in which addresses are given is retained for backends that
support this sort of cross address family ordering.

This allows a server to indicate a temporary problem on the server and
allows the server to indicate how to proceed (i.e. move to the next server,
retry the same server, wait a certain time,...)
This adds options_utils.c/h to be able to unit test the new function.

As a first step towards DNS configuration in openvpn and a unified way
to push DNS related settings to clients in v2 and v3, this commit adds
support for parsing the new --dns option. Later commits will add support
for setting up DNS on different platforms.
For now, --dns and DNS related --dhcp-option can be used together for
smoother transition. Settings from --dns will override ones --dhcp-option
where applicable.
For detailed information about the option consult the documentation in
this commit.

The link mtu is no longer used and calculating a compatibility link
MTU just for scripts makes little sense as well. Replace the parameter
instead with a fixed parameter 0.

This is the first step to move away from a manually editing g/nroff
encoded man page.
Some modifications was needed to ensure formatting was consistent and
rendered reasonably okay in GitHub and that the generated man page
(using rst2man) is looking as a proper man page. Unsupported options
has also been moved into its own section. HTML rendering directly
using rst2html has also been used to validate the conversion.
The rst2man and rst2html utilities comes from the python-docutils

doc/man: Replace old man page with generated man page
The doc/openvpn.8 and doc/openvpn.8.html files are now being removed
from the git tree, as it will be generated from the doc/openvpn.8.rst
file using python-docutils.
An additional dist-hook is added so these files are generated
automatically when source tarballs are generated for releases. This
means users compiling directly from the source tarball will not need
python-docutils installed.

doc/man: Split up and reorganize main man page
The openvpn.8.rst file is quite long and hard to edit, as it covers
several hundred options. Some options were even documented multiple
places. The example has also received some attention, cleaning up
old and outdated infomration.
In this commit the main man page is split up into multiple sections
and options are sorted into each of the corresponding section.
Inside each category, each option is for now sorted alphabetically.
The main openvpn.8.rst file is currently kept unchanged and will be
handled in the next commit.
Many language improvements contributed by Richard Bonhomme has also
been incorproated.
