068220d3a7 testing: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

68b3030f23 testing/ltp: add config.h file 
this config.h using to control the test procedure of the relative
test cases. this config.h file is generated by ltp project internal
build file, as we are nuttx build system, so need to manage this file
by manual
