Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

apps: Remove the check of CONFIG_SERIAL_TERMIOS

If the code only change c_oflag, c_iflag and c_lflag, not c_cflag in termios.
