adjust_legacy_crypto: move auto-enabling of CRYPTO_CLIENT when CRYPTO_C

Browse Source 
Move the auto-enabling of CRYPTO_CLIENT when CRYPTO_C at the
beginning of the file so that all that becomes later is aware
of this.
