Add German translation (PC-98-compatible)

This file adds German translation, but it is especially made for PC-98-mode.
The reason: Because some characters (like Umlauts and sharp-S (ß) ) aren't available when using Japanese Char-Encoding, those are replaced with readable chars. This means, more strings exclusively for PC-98-mode are necessary.
