74d2da4ba5 [runtimes] Support ELF dependent libraries feature
As of r360984, LLD supports dependent libraries feature for ELF.
libunwind, libc++abi and libc++ have library dependencies: libdl librt
and libpthread, which means that when libunwind and libc++ are being
statically linked (using -static-libstdc++ flag), user has to manually
specify -ldl -lpthread which is onerous.

This change includes the lib pragma to specify the library dependencies
directly in the source that uses those libraries. This doesn't make any
difference when using linkers that don't support dependent libraries.
However, when using LLD that has dependent libraries feature, users no
longer have to manually specifying library dependencies when using
static linking, linker will pick the library automatically.

5badcdb281 Fix r359229 which tried to fix r359159...
When r359229 added noexcept to the declaration of `~mutex`, it didn't
add it to the definition which caused -Wimplicit-exception-spec-mismatch
to fire. This just adapts the definition to agree with the declaration.

c2cb7c6414 libc++/win: Make once_flag have the same size as a pointer.
`unsigned long` is 32-bit on 32-bit systems and 64-bit on 64-bit systems
on LP64 systems -- which most Unix systems are, but Windows isn't.
Windows is LLP64, which means unsigned long is 32-bit even on 64-bit
systems.

pplwin.h contains

    static_assert(alignof(void *) == alignof(::std::once_flag), ...)

which fails due to this problem.

Instead of unsigned long, use uintptr_t, which consistently is 32-bit
on 32-bit systems and 64-bit on 64-bit systems.

No functional change except on 64-bit Windows.

7c3769df62 Update more file headers across all of the LLVM projects in the monorepo
to reflect the new license. These used slightly different spellings that
defeated my regular expressions.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

018a3d51a4 [Libc++] Use #pragma push_macro/pop_macro to better handle min/max on Windows
Summary:
This patch improves how libc++ handles min/max macros within the headers. Previously libc++ would undef them and emit a warning.
This patch changes libc++ to use `#pragma push_macro`  to save the macro before undefining it, and `#pragma pop_macro` to restore the macros and the end of the header.

b89eba01e8 Recommit [libcxx] Never use <cassert> within libc++
It is my opinion that libc++ should never use `<cassert>`, including in the `dylib`.
This patch remove all uses of `assert` from within libc++ and replaces most of them with `_LIBCPP_ASSERT` instead.

Additionally this patch turn `LIBCXX_ENABLE_ASSERTIONS`  off by default,
because the standard library should not be aborting user programs unless explicitly asked to.

a49c64f182 Revert "[libcxx] Never use <cassert> within libc++"
This reverts commit r292883. Unfortunately <string_view> uses
_LIBCPP_ASSERT in a way which is not compatible with the C++11 dylib
build. I'll investigate more tomorrow.

3451a65e1b thread_support: split out {,non-}recursive mutex
Split out the recursive and non-recursive mutex.  This split is needed
for platforms which may use differing types for the two mutex (e.g.
Win32 threads).

ff4f298780 Mark libc++ internal globals with _LIBCPP_SAFE_STATIC.
This patch applies the _LIBCPP_SAFE_STATIC attribute to internal globals,
most of which are locking primitives, in order to ensure that they can
safely be used during program startup.

This patch also fixes an unsafe static init issue with the global locks
used to implement atomic operations on shared pointers. Previously the
locks were initialized using a dynamically initialized pointer, so it was
possible that the pointer was uninitialized.

4dbd4fcf86 [libcxx] Fix a data race in call_once
call_once is using relaxed atomic load to perform double-checked locking, which contains a data race. The fast-path load has to be an acquire atomic load.

35ff03b7c2 Refactor pthread usage of libcxx.
This patch extracts out all the pthread dependencies of libcxx into the
new header __threading_support. The motivation is to make it easy to
re-target libcxx into platforms that do not support pthread.

c6e466911f [libcxx] Add atomic_support.h header to src that handles needed atomic operations.
Summary:
In some places in libc++ we need to use the `__atomic_*` builtins. This patch adds a header that provides access to those builtins in a uniform way from within the dylib source.

If the compiler building the dylib does not support these builtins then a warning is issued.

Only relaxed loads are needed within the headers. A singe function to do these relaxed loads has been added to `<memory>`.

This patch applies the new atomic builtins to `__shared_count` and `call_once`.

8d86b2e686 Allow libc++ to be built on systems without POSIX threads
If you're crazy enough to want this sort of thing, then add
-D_LIBCPP_HAS_NO_THREADS to your CXXFLAGS and
--param=additiona_features=libcpp-has-no-threads to your lit commnad line.

adff4895b2 patch by Jeffrey Yasskin for porting to Ubuntu Hardy. Everything was accepted except there were some bug fixes needed in <locale> for the __nolocale_* series. For the apple branch I ended up using templates instead of the var_args solution because it seemed both safer and more efficient.
