Saleem Abdulrasool e7bee0d9c6 docs: add some documentation for building on Windows

This covers how to build libc++ for Windows.  This allows others to
replicate the MS ABI style build for libc++.  It only depends on msvcrt
as it uses the Windows threading model and the Windows ABI and can serve
as an ABI compatible replacement for msvcprt.

libc++ Documentation
====================

The libc++ documentation is written using the Sphinx documentation generator. It is
currently tested with Sphinx 1.1.3.

To build the documents into html configure libc++ with the following cmake options:

  * -DLLVM_ENABLE_SPHINX=ON
  * -DLIBCXX_INCLUDE_DOCS=ON

After configuring libc++ with these options the make rule `docs-libcxx-html`
should be available.
