Alex White 22e531d7f0 if_xae: Fix non-FDT BSP build error ...

This fixes a compiler error that would occur for every BSP that does not
define `BSP_FDT_IS_SUPPORTED`. The fdt headers should always be included
to provide the needed definitions.
