96c414c8ff windows: Remove BuildRoot from all configs, add a short tmp path.

8197b8ea04 Add the host name to the package name. 
Adding the host name results in the tar files created by the
--bset-tar-file and --pkg-tar-files to contain the host name.
This is useful when building Cxc packages.
