Vitezslav Crhonek e9c61133aa Fix issues in usb.ids

Apply Debian patches fixing usb.ids encoding and a couple
of typos (patch by Peter Samuelson <peters@p12n.org>).

Add usb.ids to check that the file is valid UTF-8.
